The Government has set out an ambitious agenda to accelerate housing delivery, reform the planning system and unlock economic growth. Yet across much of England – particularly in areas beyond London where growth is constrained by Green Belt policy, infrastructure requirements and local authority capacity – the challenge of turning national ambition into homes on the ground remains significant.
With renewed focus on the Green Belt and the introduction of the Grey Belt concept, attention has centred on unlocking land for development. But will planning reform alone be enough, or is the greater challenge ensuring that local authorities have the resources, skills and infrastructure needed to support growth?
